After 28th of May 2013 Ukrainian Government is preparing to privatize main Ukrainian airports and wants to spend on them 13,5 billion UAH (around 1,6 billion of US Dollars) of budget money in the next ten years.

Another 4 billion UAH (around 0,49 billion of US dollars) in that time have invest private investors.

Such a conclusion can be drawn from the concept of the state program of airport development by 2023. Ukrainian government refused to save the state-owned six largest airports in Ukraine

Passenger traffic at airports in Ukraine in 2012 was 14,1 million passengers which is 13,2% more than in 2011. Approximately 60% of this amount provided the airport Boryspil, Simferopol airport - 8%, Donetsk airport - 7%, Odessa airport and Kyiv Zhuliany - 6%, Kharkiv airport and Lviv airport - 4%, Dnipropetrovsk airport - 3%.

Important terms of the concept of development of airports in Ukraine till 2023

  • Over the next 10 years Ukrainian airports will have modernization of budget money. It's not just about the major airports but also small regional airports
  • Private businesses will participate in the modernization of airport infrastructure (terminals, catering), facilities and small airfields that are used for the needs of the aviation industry and sport aviation. Among of them - airfields "Kiev/Antonov-1", "Dzhankoi", "Chayka" (Seagull)
  • Passenger and cargo terminals will be transferred to the concession or lease
  • The main airports in Ukraine - Boryspil, Lviv, Donetsk, Odessa, Kharkiv and Simferopol - could become private airports
  • Airfields and runways that are in municipal ownership can save the current owners

The concept predicted that after its implementation in 2023 passenger traffic at Ukrainian airports grow up to 2,3 times to 28,7 million people.

Half of the air passenger transportation in Ukraine in 2023 should provide low cost airlines says the concept. In the Ministry of Infrastructure also hope that in ten years the share of revenues from non-aeronautical services of airports will rise to 60% of total revenue.
