On 15.10.2025 in the USA during AUSA 2025 was signed a memorandum about Bell Helicopter, a subsidiary of Bell Textron Inc., to open its Representative Office in Ukraine as well as create the Final Assembly and Testing Center (FACO).

The memorandum was signed by the Deputy Minister of Economy, Environment and Agriculture of Ukraine Vitaliy Kindrativ and Bell Executive Vice President for Strategic Goals Jeffrey Schlosser in the presence of Lisa Atherton, President and CEO of Bell Textron Inc - a leading American corporation specializing in the production of Bell helicopters and aviation support systems.

The presence of Lviv Mayor Andriy Sadovyi at the meeting to sign the memorandum emphasizes that the region in Ukraine for opening a Bell Textron Inc representative office will be Lviv or the Lviv region.

The document lays the foundation for the creation of Bell helicopter production and service facilities in Ukraine which will contribute to the future growth of Bell helicopters presence in the Ukrainian helicopter market.

Bell Textron Inc expressed its readiness to develop its own production base for the assembly, maintenance and repair of Bell helicopters in Ukraine.

Within the framework of the agreements reached the company will begin comprehensive preparations for the localization of production which includes:

– opening a Bell Helicopter Representative Office in Ukraine
– creating a Final Assembly and Testing Center (FACO)
– studying the possibilities for establishing a joint venture with Ukrainian partners
– transfer of technologies, equipment and tools necessary for organizing of Bell helicopters production
– training and internship of Ukrainian engineers and technical specialists in the USA and subsequently at a future enterprise in Ukraine

The implementation of these steps will become the basis for launching licensed production of Bell helicopters in Ukraine and forming a new industrial capacity in the Ukrainian aviation sector.

Let's remind that the first try to enter the Ukraine helicopter market was done by Southwest Florida Aviation Inc. Company, a partner of Bell Helicopter, in 2021 when it was planned to open the licensed assembly of American helicopters SW-205, SW-206 and SW-212 which are respectively modifications of the helicopter Bell 205 (a civilian version of the military helicopter UH-1 with a single engine), the helicopter Bell 206 (a civilian version of the military helicopter Bell OH-58 Kiowa) and the helicopter Bell 212 (a civilian version of the military helicopter UH-1N with two engines). It looks like the plans were changed or cancelled and only now the official decision to open the Bell Helicopter Representative Office in Ukraine took place.
