On 26th of December 2017 Ministry of Economic Development and Trade of Ukraine signed a memorandum of cooperation with Vodafone, Kyivstar, Lifecell on statistics of tourist flows.

Statistical information from mobile operators Vodafone, Kyivstar, Lifecell regarding tourist flows through territory of Ukraine will enable more qualitative and operational monitoring tourism development in Ukraine as well as let to create more effective strategies in tourism sector.

The memorandum provides Ministry of Economic Development and Trade of Ukraine statistical information:

- number of domestic tourists, registered mobile subscribers located more than one day outside the relevant area or place of registration (by regions of Ukraine)
- number of incoming tourists, foreign mobile roaming subscribers which were more than one day (by countries from which they entered and oblasts of Ukraine to which they entered)
- number of citizens of Ukraine, registered mobile subscribers who left the relevant area abroad (by country)
- average duration of stay of tourists in an area or place

According to the memorandum Vodafone, Kyivstar, Lifecell relevant statistical information should be provided exclusively in impersonal form with a frequency of one time per quarter of a year.
